What prevents me from choosing an outrageously high hourly rate?

The market. If you charge too much for yourself, no one will buy your work. When choosing your rate, you must consider what sort of buyer your product will appeal to. If your song is aimed at the general public, you would choose a very low hourly rate and hope that enough people purchase it to make it worth your while. If it's intended to be used by other members who will include it in their own more expensive custom products (as is the case today with production music that is used by advertising agencies), you would charge a higher hourly rate.
